Harris Anglers and Oregon Home Waters
Harris Anglers is based out of Sandy, Oregon, where Todd guides his home waters on the Clackamas and the North Coast rivers, including the Trask, Nestucca, and Wilson. He also offers trout and steelhead trips on the Deschutes, giving anglers access to both classic summer steelhead water and productive trout fishing depending on the season.
On the Harris Anglers program, summer steelhead season typically runs from August through November, with winter steelhead trips from November through April. Spring shifts the focus toward Deschutes trout as hatches build and conditions line up.
Deschutes Jet Boat Camps and Day Trips
Todd is especially well known for his Deschutes summer steelhead program. His signature experience is the lower Deschutes jet boat camp trip, where anglers can access premium water at first and last light and fish classic canyon runs over multiple days.
For anglers short on time, single-day trips are also available. These are a great way to learn the river, improve your swing approach, and fish more efficiently with a guide who knows how to time the water.
Winter Steelhead on the Clackamas and North Coast
From late fall through spring, Todd focuses on winter steelhead close to home and along the Oregon Coast. The Clackamas offers convenient access and quality winter swing water, while the Nestucca, Trask, and Wilson provide a mix of technical runs, changing conditions, and classic winter steelhead opportunities.
Depending on river conditions and angler goals, these trips can be tailored around swung flies, indicators, or a mix of both. Todd’s approach stays flexible while keeping the day focused on reading water well and fishing the right water at the right time.

Patient Instruction, Built for All Skill Levels
One of the reasons anglers enjoy fishing with Todd is his ability to teach without overcomplicating things. He brings a calm, supportive style to the boat and the river, helping anglers improve casting, line control, run coverage, and on-the-water decision making.
Whether you are chasing your first steelhead or planning a return trip to Oregon’s best rivers, Todd offers the kind of experience and instruction that helps you learn faster and enjoy the day more.
